* COVID-19 SITUATIONAL UPDATE AND EXTENSION OF PCR TESTING AND LABORATORY SERVICES CONTRACTS
ACTION:
1) Receive updates from staff on relevant COVID-19 related developments.
2) Extend all previously issued City orders and resolutions related to COVID-19 through at least March 10, 2021.
3) Confirm the Director of Emergency Services direction to continue daily health screening for all City personnel working onsite as well as public and employee COVID-19 PCR testing.
4) Confirm continuation and extension of the contract for public and employee COVID-19 testing services with Curogram, Inc. in an amount not-to-exceed $317,850 (for the period of July 13, 2020 to February 25, 2021).
5) Confirm continuation and extension of the contract for public and employee COVID-19 test laboratory services with Pangea
Laboratories, in an amount not-to-exceed $396,000 (for the period of April 27, 2020 to April 30, 2021).
6) Confirm continuation and extension of the active contract for daily health screenings and contact tracing services for all City personnel working onsite with Sand Canyon Medical Group, in an amount not-to-exceed $850,000 (for the period of March
18, 2020 to April 30, 2021).
7) Provide direction to the Director of Emergency Services on any additional action items related to COVID-19. |

DISCUSSION OF PUBLIC PARTICIPATION IN IRVINE CITY COUNCIL AND COMMISSION MEETINGS DURING THE COVID-19 PANDEMIC
ACTION:
Consider the following options to enhance public participation during social distancing at City Council and Commission meetings:
1) Stay with the current method of receiving input through e-Comment and reading e-Comments aloud, and increase the
character size limit from 500 to 1,000 (Option #1).
and/or
2) In lieu of reading e-Comments aloud, select a phone-in option for live comments via Zoom or prerecorded voicemail
messages (Option #2). |

ADJOURNMENT

CHALLENGING CITY DECISIONS
The time limit within which to commence any lawsuit or legal challenge to any quasi-adjudicative decision made by the City is governed by Section 1094.6 of the Code of Civil Procedure, unless a shorter limitations period is specified by any other provision. Under Section 1094.6, any lawsuit or legal challenge to any quasi-adjudicative decision made by the City must be filed no later than the 90th day following the date on which such decision becomes final. Any lawsuit or legal challenge that is not filed within this 90-day period will be barred.
If a person wishes to challenge the nature of the above actions in court, they may be limited to raising only those issues they or someone else raised at the meeting described in this notice, or in written correspondence delivered to the City of Irvine, at or prior to the meeting. In addition, judicial challenge may be limited or barred where the interested party has not sought and exhausted all available administrative remedies.
