ACTION:

2.2 WARRANT AND WIRE TRANSFER RESOLUTION
ACTION:
Adopt - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID
2.3 FISCAL YEAR 2021-22 FIRST QUARTER BUDGET UPDATE
ACTION:
1) Receive and file the Fiscal Year 2021-22 First Quarter Budget Update.
2) Approve budget adjustments to appropriate the American Recovery Plan to the Irvine Recovery fund and allocate $29.2 million (received to date) for the provision of revenue loss from the COVID-19 pandemic.
3) Approve a budget adjustment to allocate $2.2 million from the Irvine Recovery Fund for the one-time premium pay.
2.4 ADOPTING AMENDMENTS TO THE MEMORANDA OF UNDERSTANDING AND EMPLOYMENT RESOLUTIONS
ACTION:
1) Adopt - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, ADOPTING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF IRVINE AND THE IRVINE POLICE ASSOCIATION (IPA), AND SUPERSEDING ALL PREVIOUS IPA MEMORANDUMS OF UNDERSTANDING, EFFECTIVE THE PAY PERIOD THAT INCLUDES DECEMBER 14, 2021

2.5 800 MHZ COUNTYWIDE COORDINATED COMMUNICATIONS JOINT AGREEMENT
ACTION:
1) Approve the terms of the Joint Agreement for the Operation, Maintenance, and Financial Management of the Orange County 800 MHz Countywide Coordinated Communications System.
2) Authorize the Mayor to execute and the City Clerk to attest the Joint Agreement.
2.6 ASSEMBLY BILL 129 APPROPRIATION FROM SENATOR DAVE MIN FOR THE JEFFREY OPEN SPACE TRAIL
ACTION:
Adopt - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, APPROVING APPLICATION FOR SPECIFIED GRANT FUNDS FOR THE JEFFREY OPEN SPACE TRAIL
2.7 * CONTRACT AWARD FOR TRANSIT SHELTER ADVERTISING AND MAINTENANCE SERVICES
ACTION:
Approve and authorize the Interim City Manager to execute a contract with Clear Channel Outdoor, LLC for transit shelter advertising and maintenance services.
2.8 PARTIAL ASSIGNMENT AND ASSUMPTION OF DEVELOPMENT AGREEMENT IN PLANNING AREA 39
ACTION:
1) Authorize the Interim City Manager to execute Partial Assignment and Assumption of Development Agreement between the Irvine Land Company LLC and AMPHI Site SPE LLC.
2) Authorize the Interim City Manager to sign future assignment and assumption agreements under the Planning Area 39 Development Agreement without seeking further City Council approval so long as they are substantially consistent with the Agreement.
2.9 * COMMUNITY PARTNERSHIP FUND GRANT NOMINATIONS
ACTION:
1) Approve Mayor Khan's requests for Community Partnership Fund Grant Nominations to the following organizations in support of program costs:
a) OC Justice Fund ($500)
b) Irvine 2/11 Adoption Committee ($500)
c) COR Community Development Corporation ($500)
d) Global Hope 365 ($500)
2) Approve Vice Mayor Kim's request for Community Partnership Fund Grant Nominations to Orange County Asian and Pacific Islander Community Alliance in the amount of $3,000 in support of the Center for Asian Americans in Action.
3) Approve Councilmember Kuo's request for Community Partnership Fund Grant Nominations to the following organizations in support of program costs:
a) Crime Survivors, Inc. ($1,000)
b) Irvine Children's Fund ($1,000)
c) Project 3 R (Reduce, Reuse, Recycle) ($1,000)
d) Labradors and Friends Dog Rescue ($500)
4) Authorize the Interim City Manager to prepare and sign funding agreements for individual awards of $1,000 or more.
2.10 SECOND READING AND ADOPTION OF ORDINANCE NO. 21-19 AMENDING TITLE 6, DIVISION 7 OF THE CITY OF IRVINE MUNICIPAL CODE PERTAINING TO THE REGULATION OF SOLID WASTE INCLUDING ORGANIC WASTE
ACTION:
Read by title only, second reading and adoption of ORDINANCE NO. 21-19 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, AMENDING TITLE 6, DIVISION 7 OF THE CITY OF IRVINE MUNICIPAL CODE PERTAINING TO THE REGULATION OF SOLID WASTE INCLUDING ORGANIC WASTE
(Unless otherwise directed by a Member of the City Council, the vote at second reading will reflect the same vote as at first reading. However, if a Councilmember was absent at first reading, his or her vote cast at second reading will be reflected. If a Councilmember is not present at the second reading/adoption, the vote will be reflected as absent.)
2.11 AWARD OF CONTRACT FOR ELECTRICAL VEHICLE CHARGING STATION INSTALLATION, OPERATIONS, AND MAINTENANCE; AND SOUTHERN CALIFORNIA EDISON CHARGE READY PROGRAM PARTICIPATION
ACTION:
1) Consider EV Charging proposals from Volta and Rhome Energy and either:
a. Approve, and authorize the Interim City Manager to sign, an agreement with Volta for the installation, operation and maintenance of electrical vehicle charging stations at the Great Park;
or
b. Approve, and authorize the Interim City Manager to sign, an agreement with Rhome Profile Construction for the installation, operation and maintenance of electrical vehicle charging stations at the Great Park.
2) Approve, and authorize the Interim City Manager to sign, Charge Ready agreements with Southern California Edison, and associated implementing documents included easements for utility infrastructure.
(Unless otherwise directed by a member of the City Council, the vote on this matter will reflect the prior action of each Councilmember when he or she sat and voted as a member of the Board of Directors of the Great Park Corporation. However, if a Councilmember is not present at the City Council meeting, his or her vote will be reflected as absent.)
3.1 WARRANT AND WIRE TRANSFER RESOLUTION - CITY COUNCIL AS SUCCESSOR AGENCY TO THE DISSOLVED IRVINE REDEVELOPMENT AGENCY
ACTION:
Adopt - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, AS SUCCESSOR AGENCY TO THE DISSOLVED IRVINE REDEVELOPMENT AGENCY ALLOWING CERTAIN CLAIMS AND DEMANDS OF THE CITY COUNCIL AS SUCCESSOR AGENCY TO THE DISSOLVED IRVINE REDEVELOPMENT AGENCY AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID
4.1 CONSIDERATION OF CLIMATE POLICIES: ELECTRIC LAWN EQUIPMENT AND ZERO EMISSION BUILDINGS
ACTION:
1) Direct staff to conduct stakeholder outreach to better understand the concerns surrounding electric lawn equipment and zero emission building ordinances.
2) Direct staff to gather information on electrification policies, and provide draft electric lawn equipment and zero emission building ordinances for City Council consideration.
4.2 * FINDINGS ALLOWING FOR REMOTE PARTICIPATION IN PUBLIC MEETINGS (ASSEMBLY BILL 361)
ACTION:
1) Declare that the findings made in Resolution 21-68, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, MAKING FINDINGS NECESSARY FOR REMOTE PARTICIPATION IN PUBLIC MEETINGS OF LEGISLATIVE BODIES OF THE CITY OF IRVINE, AS AUTHORIZED BY ASSEMBLY BILL 361" remain valid and applicable, so as to allow for remote participation in public meetings for the next 30 days.
2) Provide direction to staff regarding changes, if any, to remote meeting participation protocols.
4.3 CONSIDERATION OF A REQUEST BY MAYOR KHAN AND VICE MAYOR KIM TO DISCUSS ORANGE COUNTY POWER AUTHORITY RATE SETTING SCHEDULES
ACTION:
Consider approval of the following:
1) Direct the City Manager to inform the Orange County Power Authority that the City of Irvine is opting to offer Irvine ratepayers Tier 2 (70% renewable energy) as its base rate with an option to opt-up to Tier 3 (100% renewable energy) and return to the City Council in 2025 to review and update the City's base rate to Tier 3 (100% renewable energy).
2) Direct the City Manager to report back to the Irvine City Council on a plan to educate ratepayers on the benefits of 100% renewable energy. This report should also identify potential incentives to support income-restricted residents, additional strategies to encourage all ratepayers to opt-up to Tier 3.
3) Direct the City Manager to inform the Orange County Power Authority that the City of Irvine's municipal energy account for all city facilities will opt-in at Tier 3 (100% renewable energy).
4.4 CONSIDERATION OF A REQUEST BY MAYOR KHAN AND COUNCILMEMBER AGRAN TO ADOPT A RESOLUTION CONDEMNING ANTI-SEMITISM AND ANTI-JEWISH SENTIMENT
ACTION:
Consider adoption of - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, CONDEMNING ANTI-SEMITISM AND ANTI-JEWISH SENTIMENT
4.5 CITY COUNCIL REORGANIZATION - SELECTION OF VICE MAYOR AND INTERIM MAYOR
ACTION:
Select a Vice Mayor and Interim Mayor for the ensuing year.
4.6 * CONSIDERATION OF A REQUEST BY MAYOR KHAN AND VICE MAYOR KIM TO CONVERT THE DIVERSITY, EQUITY AND INCLUSION COMMITTEE TO A STANDING COMMITTEE AND EXPANDING ITS ROLES AND ABILITIES
ACTION:
Consider approval of the following:
1) Convert the Ad-Hoc Diversity, Equity, and Inclusion Committee to a Standing Committee. Upon conversion, brief the Committee on its new governing roles and abilities.
2) Add two At-Large appointed members through a public recruitment process.
3) Direct staff to report back to the City Council for approval of the two At-Large appointed members.
