1) Approve a Great Park Fund 180 budget adjustment up to $150,000 in Fiscal Year 2020-21 to increase sponsorship revenues and contract expenditures to accommodate the requests from sponsor Heritage Fields, LLC to increase operating hours of the Great Park Balloon, as outlined in Section 4 of the Balloon Sponsorship Agreement between the City and Heritage Fields El Toro, LLC.
2) Approve and authorize the Mayor to execute an amendment to the sole source agreement with Aerophile California, LLC for the operation, maintenance, and capital equipment replacement for the Great Park Balloon for a new not-to-exceed amount of $1,870,665 through the end of Fiscal Year 2020-21. |

1) Authorize the Mayor to execute Amendment No. 4 extending Information Technology support services between Perspecta State & Local Inc. and the City of Irvine by an additional year to December 8, 2021.
2) Approve an increase to Contract Year 4 total not-to-exceed limit from $3,664,014.00 to $4,708,140.50.
3) Approve an increase to Contract Year 5 total not-to-exceed limit from $3,695,943.00 to $4,907,393.09 which reflects a Unit Rate increase of 9.75 percent.
4) Adopt - A RESOLUTION OF THE CITY OF IRVINE, CALIFORNIA, AUTHORIZING FULL-TIME POSITIONS IN ACCORDANCE WITH THE PROVISIONS OF COMPENSATION RESOLUTIONS AND THE OPERATING BUDGET FOR THE 2020-21 FISCAL YEAR, AND SUPERSEDING RESOLUTION NO. 20-52, WHICH IS INCONSISTENT THEREWITH

CHALLENGING CITY DECISIONS
The time limit within which to commence any lawsuit or legal challenge to any quasi-adjudicative decision made by the City is governed by Section 1094.6 of the Code of Civil Procedure, unless a shorter limitations period is specified by any other provision. Under Section 1094.6, any lawsuit or legal challenge to any quasi-adjudicative decision made by the City must be filed no later than the 90th day following the date on which such decision becomes final. Any lawsuit or legal challenge that is not filed within this 90-day period will be barred.
If a person wishes to challenge the nature of the above actions in court, they may be limited to raising only those issues they or someone else raised at the meeting described in this notice, or in written correspondence delivered to the City of Irvine, at or prior to the meeting. In addition, judicial challenge may be limited or barred where the interested party has not sought and exhausted all available administrative remedies.
