FISCAL YEAR 2019-20 CAPITAL IMPROVEMENT AND SPECIAL FUNDS YEAR-END REPORT
ACTION:
1) Approve the closure of 15 completed projects with $17.2 million in expenditures and release appropriations of $1.2 million in applicable special funds.
2) Approve the continuation of 173 City and Orange County Great Park administered capital projects with budgets totaling $244.8 million to Fiscal Year 2020-21.
3) Approve a $104 million net appropriation to inter-fund transfers for Fiscal Year 2020-21 open capital projects among various special and capital project funds.
4) Approve a new $4.7 million Signal Synchronization project to coordinate signal timing with adjacent agencies for traffic flow improvements on Barranca Parkway from Bake Parkway to Red Hill Avenue.
5) Authorize the advancement of the Animal Care Center/Operational Support Facility Renovation Project and Culver Drive Pavement Rehab Project.
6) Approve funding for outstanding purchase orders in the Special Funds for $2.7 million.
7) Approve funding of $14.2 million for the remaining activities in the Special Funds.
8) Receive and file Community Facility District (CFD) annual reports for CFD 2004-1 Central Park, CFD 2005-2 Columbus Grove and CFD 2013-3 Great Park. |

APPROVAL OF SPECIFICATIONS AND CONTRACT DOCUMENTS FOR THE FISCAL YEAR 2020-21 ANNUAL STREET REHABILITATION AND SLURRY SEAL PROJECT
ACTION:
1) Approve the specifications and contract documents for the Fiscal Year 2020-21 Annual Street Rehabilitation and Slurry Seal Capital Improvement Project 312104 and 312105.
2) Approve the Engineer's Estimate, Construction Contingency, and Funding Summary.
3) Authorize the City Manager to execute the Reimbursement Agreement with Irvine Ranch Water District for installation and adjustment of water facilities within the project area.
4) Authorize staff to solicit competitive bids and award the construction contract to the lowest responsive and responsible bidder in accordance with the City's purchasing policies and procedures, within the approved project budget. |

ADJOURNMENT

CHALLENGING CITY DECISIONS
The time limit within which to commence any lawsuit or legal challenge to any quasi-adjudicative decision made by the City is governed by Section 1094.6 of the Code of Civil Procedure, unless a shorter limitations period is specified by any other provision. Under Section 1094.6, any lawsuit or legal challenge to any quasi-adjudicative decision made by the City must be filed no later than the 90th day following the date on which such decision becomes final. Any lawsuit or legal challenge that is not filed within this 90-day period will be barred.
If a person wishes to challenge the nature of the above actions in court, they may be limited to raising only those issues they or someone else raised at the meeting described in this notice, or in written correspondence delivered to the City of Irvine, at or prior to the meeting. In addition, judicial challenge may be limited or barred where the interested party has not sought and exhausted all available administrative remedies.
