Any member of the public may address the City Council on items on the Consent Calendar. Public comments on Consent Calendar items will be heard at the time the Consent Calendar is considered, but no sooner than 5 p.m. If 10 or fewer requests to speak on Consent Calendar items are submitted, each speaker shall be limited to three (3) minutes per item. If between 11 and 15 speakers submit requests to speak, each speaker shall be limited to two (2) minutes per item. If 16 or more requests to speak are submitted, each speaker shall be limited to 90 seconds per item. The time limit per speaker shall be established based on the number of requests to speak submitted to the City Clerk before the first speaker is called. Requests to speak submitted after the first speaker is called shall receive 90 seconds. These time limits may be shortened or extended, or a cumulative limit on the time for all public speakers may be imposed, at the discretion of the Mayor or by a majority vote of the City Council.

ACTION:
Adopt - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID
3.3 2024 LOCAL AGENCY BIENNIAL NOTICE FOR THE CITY OF IRVINE
ACTION:
1) Receive and file the Fair Political Practices Commission 2024 Local Agency Biennial Notice for the City of Irvine.
2) Direct staff to return with proposed amendments to the City Council within 90 days.
3.4 AFFORDABLE HOUSING AND NECESSARY GOVERNMENT USE PROPERTY EXCHANGE AGREEMENT
ACTION:
1) Approve and authorize the Mayor to execute the Affordable Housing and Necessary Government Use Property Exchange Agreement.
2) Approve the Fifth Amendment to Master Affordable Housing Plan for the Great Park Neighborhoods.

3.6 ACCEPTANCE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) GRANT, MOTORCYCLE SAFETY GRANT, AND CHILD PASSENGER SAFETY PROGRAM GRANT
ACTION:
1) Authorize a $450,000 STEP grant award from the California Office of Traffic Safety.
2) Approve a budget adjustment appropriating $450,000 for the California Office of Traffic Safety STEP grant.
3) Authorize a $20,000 Motorcycle Safety grant award from the California Office of Traffic Safety.
4) Approve a budget adjustment appropriating $20,000 for the California Office of Traffic Safety Motorcycle Safety grant.
5) Authorize a $27,410 Child Passenger Safety Program grant award from the California Office of Traffic Safety.

3.7 REIMBURSEMENT AGREEMENT WITH IRVINE RANCH WATER DISTRICT FOR WORK DONE THROUGH THE ON-CALL STREET REHABILITATION AND SLURRY SEAL CONTRACT
ACTION:
Authorize the City Manager to execute the Reimbursement Agreement with Irvine Ranch Water District (IRWD) in the not-to-exceed amount of $4,558,500, to be paid by IRWD for installation and adjustment of IRWD facilities in association with street resurfacing work completed through the On-Call Street Rehabilitation and Slurry Seal Contract.

2) Adopt - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRVINE, CALIFORNIA, DENYING THE APPEAL AND UPHOLDING PLANNING COMMISSION APPROVAL OF CONDITIONAL USE PERMIT MODIFICATION 00918261-PCPU ALLOWING A 227,436-SQUARE-FOOT EXPANSION OF AN EXISTING WAREHOUSING AND LIGHT MANUFACTURING FACILITY LOCATED AT 15800 LAGUNA CANYON ROAD IN PLANNING AREA 31 (IRVINE SPECTRUM 6); FILED BY SUPPORTERS ALLIANCE FOR ENVIRONMENTAL RESPONSIBILITY (SAFER)
5.1 CONSIDERATION OF CONTINGENCY RESERVE POLICY AND CITY COUNCIL RECOMMENDED PROJECT FUNDING ALLOCATIONS
ACTION:
1) Reaffirm funding for IUSD Pilot School Bus Program and Irvine Children's Fund.
2) Consider Finance Commission recommendation to maintain the current General Fund Contingency Reserve policy with a desired reserve level of 20 to 25 percent.
3) Consider Finance Commission recommendation that all project funding requested by the City Council be reviewed by City staff and the Finance Commission prior to City Council consideration.
4) Consider Finance Commission recommendation to allocate $350,000 from the Contingency Reserve to increase the minimum wage to $20 for City employees and contractors and fund the ongoing cost in future annual budgets.
